Maybe another sign of the collapse of the carriers? I agree with you that this seems more of a business model tinkering than technology innovation.

3G is still pretty slow - 2.4 Megabits/sec - compared to WiFi 54Mbit/sec.

If cities seriously invest in broadband/WiFi hotspots as part of the city infrastructure, then the carriers are going to see their lucrative metro markets dry up pretty quickly.
