Thanks for your comments, intelligent as usual.

I agree that some people in shelters may need help using numbers virtualized to the Internet; but it very much looks like that help is on the way. See stories on CNN and other places about Cisco, Intel, Microsoft et al mobilizing to provide communication both in the stricken area and in shelters. Looks like they'll be many IT-savvy volunteers as well to provide tech support.

Any virtualized number as I invision it can simply be call forwarded to a working landline or mobile number. So those who do have mobile phones or are living with realtives or friends with working landlines can take adavantage of call-forwarding.
