Cynical opinion: There's no political advantage or capital to be gained from telling people "We searched every package that came into the country" because 1) people think we're going after "bad guys," not bad packages, 2) No one gets to physically *see* the searches happening so even if it's more effective, to many people it will look like we're not *doing* anything but making people take off their shoes makes people think "Well, at least the President is 'working hard' to keep me safe, and 3) Kerry already showed that package search has no political weight by campaigning on it, losing, and never even convincing a single person that that was a better strategy than shoe searches.

Maybe if someone mailed a fake bomb with a note on it that "hey, all we had to do was send a UPS package to the NY Times," then this would get some attention. I'm not sure that that's feasible/legal even though it'd be totally fake :/.
